Accounts are opened by invitation rather than self-service, so tell us who you are and what you are trying to do. We will reply with an invitation, or with a straight answer about why the material is not a fit.

Once accounts open, downloads are recorded against the account that made them. We will say so plainly at registration, and the privacy notice sets out what is kept and for how long.
